Starting a new Republican Party like starting any new business means you have a fresh start in peoples perspective. By showing a real commitment to reform and renewal, at this level, it give credibility to all other efforts going forward.
Though conflicts are inherent in any political debate, structuring a party in a manner to minimize the inevitable disagreement is key to building consensus.
Building consensus means a coherent vertically integrated party governing structure designed to serve the grass roots, change public perception in the parties favor and fund qualified candidates.
The various Counties should have County/Regional Headquarters (even just a hole in the wall office) for reaching into the communities and for organization.
The New Republican Party structure could reflect much of the Texas GOP organizational model which may work well throughout the dispersed island chain.
The Texas GOP Executive Committee is structure to require a man and a woman be elected to the chair and vice chair position and then the same for each senatorial district. In Hawaii this would be a 52 member executive committee with all other offices being administrative.
As well there is an extremely strong emphasis on the precinct and a standing committee for candidate financing!

Researching and contacting other GOP parties is easy and assembling the best ideas for our New GOP structure should not be too difficult. Starting a new party in Hawaii takes gathering the signatures on a Office of Election generated petition of a minimum of 800+ registered voters who would give the New GOP Party a legitimacy not seen in a hundred years.
Once party approval is given than donations can take place for initial funding and ideas of a party structure can be assemble for a in person or on-line vote to initiate full party operation.
